Kelowna council gets first look at a proposal for 361 rentals

Planners for the City of Kelowna are recommending support for a rezoning application for a dozen properties on Bernard Avenue, D’Anjour Street and Richmond Street.

Next week, city council will get its first look at a proposal for two six-storey apartment buildings.

An application submitted in September 2024, proposed 361 residential units.

To achieve that, council will need to approve rezoning the properties from the MF1 – Infill Housing zone to the MF3r – Apartment Housing Rental Only zone.

City planners say the proposal aligns with the future land use for the neighbourhood.

The Official Community Plan also supports apartment housing, up to six-storeys, when a property is on a transit supportive corridor. These properties are directly on the bus Route 10.

A staff report says the proposed rental only subzone also aligns with OCP policies that encourage diverse housing tenures within the city’s core area.

Although city council will only be considering the land use, the developer’s application provided more details than what is in the staff report.

The developer is proposing 122 studios, 113 one-bedrooms, 92-two-bedrooms and 34 three-bedroom units.

The application said there would be one parking stall per unit, which is a three-stall reduction for the zoning bylaw’s requirements.

City council will review this application on Monday afternoon.
